The lady on the right looks like Virginia Miller wife of Ken Miller from Hamlin.
The turtles were a popular camping group that held live turtle races at their campsite. The favorite question was R U A turtle. Giving the wrong answer let you buy the next round. Thus the T shirt and live turtle.
